The short answer is yes — you cannot complete a property purchase in Portugal without a NIF (número de identificação fiscal). It is the nine-digit tax identification number issued by the Portuguese Tax and Customs Authority (Autoridade Tributária e Aduaneira), and it is the single thread that runs through every fiscal stage of a Portuguese real-estate transaction. Without it, the notary cannot register the deed, the tax filings cannot be submitted, and the sale simply cannot close. Why a NIF is mandatory for property

A NIF is required at every fiscal step of a Portuguese property purchase, because each step is, in effect, a tax event recorded against your number. It appears on the promissory contract (contrato-promessa de compra e venda), on the final deed (escritura pública), and on the property-tax filings that accompany them — including the property transfer tax (IMT) and the annual municipal property tax (IMI) that you will pay each year as the owner.
