The clock starts once we have your correct, signed documents — not before. The Portuguese Tax Authority controls the decision and the issue time, so timeframes are typical, not guaranteed. Your Tax Authority portal access password usually arrives separately, around seven business days later. A service commitment is not a guarantee of a State decision or deadline.
