A non-resident can request a Portuguese NIF without a fiscal representative, but the Tax Authority can require one once you establish a tax relationship in Portugal. Unlike the NIF itself, which the Tax Authority issues for free, representation is a service with a price that comes back every year. Who has to pay for one
The rule follows your tax relationship with Portugal, not your nationality. A non-resident can request a NIF without a fiscal representative; the Tax Authority can require one, within 15 days, once you establish a tax relationship in Portugal (owning a property or a vehicle, an employment contract, self-employed work). What the price usually covers
A fiscal representative is a person or firm with a Portuguese address registered with the Tax Authority, who receives official tax correspondence on your behalf and tells you what it requires. The role is administrative: it gives no access to your money and no decision-making power. Providers differ in what they bundle, so compare:
- whether forwarding and explaining notices is included, and in which language;
- how fast you are told when something arrives;
- whether the price is for one year or longer, and when it renews;
- what happens if you want to stop or change representative, and the notice required.
Comparing the first year with the cost of the NIF
Many services quote the NIF and the representation separately, so the real first-year cost is the sum of both. NIF Express quotes one price that already includes the first year of representation, which makes it easier to compare. The Tax Authority treats correspondence as delivered once it is sent to the contact on file, so, where a representative is required, a lapsed or missing one means you can miss a notice or a deadline without knowing.
