If you are searching for a NIF lawyer in Portugal, the first question is whether one is necessary, and what a lawyer would actually do. This guide answers with the Tax Authority’s own published rules, then explains what “lawyer-supervised” means at NIF Express. It is general information, not legal advice.
Do you legally need a lawyer to get a NIF?
No. According to the Portuguese government’s service page, anyone, Portuguese or foreign, resident or non-resident, can request a tax number. The Tax Authority (Autoridade Tributária e Aduaneira, AT) charges nothing for it, and it accepts requests made by the person in a tax office or through a legal representative. What are the ways to apply for a NIF?
The AT describes two channels, which gives three practical routes:
- In person, yourself. At a tax office (Serviço de Finanças) or a Loja do Cidadão, after booking an appointment on the Portal das Finanças or by phone. You bring a valid passport and a document showing your address abroad (unless it is already on the passport). The AT notes that a third-country national applying personally needs a passport with an entry visa, with exceptions for visas to an EU country and for visa-free nationalities. - In person, through a representative. The same procedure can be carried out by a representative who holds a power of attorney with the necessary powers.
- Online, through a legal representative. The request is submitted through e-balcão on the Portal das Finanças by the foreign citizen’s legal representative, with the passport, the document with the address abroad, the representative’s own ID and the power of attorney.

What does a lawyer change in practice?
The main formal difference is the power of attorney. The AT states that the signature on the power of attorney must be certified, unless it is issued to a lawyer or solicitor identified in that capacity. A lawyer is also one of the professionals the AT accepts to certify copies and to certify translations of foreign-language documents, together with notaries and chambers of commerce and industry. A lawyer is therefore a convenient, but not compulsory, choice of representative when you live abroad.
Is a lawyer the same as a fiscal representative?
No. The legal representative requests the NIF on your behalf, under a power of attorney. A fiscal representative is the person or firm at whose Portuguese address the AT sends your official letters. The AT says that when the person named in the power of attorney is also to be the tax representative, that must be stated in it. What does “lawyer-supervised” mean at NIF Express?

When is a lawyer not the right person to ask?
The NIF registration itself is administrative. Questions about your own tax position, such as where you are tax resident, which taxes apply to you or how to structure income, are for a qualified tax adviser or lawyer, and a NIF application is not a substitute for that advice.
